Who are the judges who acquitted the security officers who investigated Gheorghe Ursu till his death?
Constantin Epure
He decided in May 2019, after two years of Pre-Trial Chamber proceedings, to return the file about the violent intervention of miners on 13-15 June 1990, known as the Mineriada, to the Military Prosecutor’s Office after having quashed much of the evidence.
Ion Iliescu, Petre Roman, Voiculescu Gelu Voican, Măgureanu Virgil, Florescu Mugurel Cristian, Dumitrescu Emil, Ionescu Cazimir Benedict, Sârbu Adrian, Cozma Miron, Drella Matei, Burlec Plaieș Cornel, Dobrinoiu Vasile, Peter Petre and Ghinescu Alexandru were then sentenced for crimes against humanity. The case is still under investigation for the re-establishment of criminal proceedings.
Constantin Epure was also part of the panel that decided to apply the statute of limitations to criminal cases following a CCR decision in 2022.
Alin Sorin Nicolescu
He is Constantin Epure’s partner. In 2021, they acquitted former Interior Minister Gabriel Oprea, who was on trial in the case of the embezzlement of operational funds from DIPI (Department of Intelligence and Internal Protection, the secret service of the Interior Ministry).
Recently, Valerica Voica, Constantin Epure and Alin Sorin Nicolescu acquitted MP Mihai Lasca in the case in which he was judged for constituting an organised criminal group that would have dealt with the trafficking of migrants. A former AUR deputy, Lasca, was expelled from the party.
Valerica Voica
She was part of the jury that freed Cristian Popescu Piedone, the current mayor of Sector 5 in Bucharest, convicted for his implication in the Colective tragedy and spent a year in prison.
Judged by the wife of an National Prison Administration employee
On the merits, former security officers Pîrvulescu and Hodiș were acquitted by Judge Mihaela Niță. In her reasoning, she found that „the two defendants participated in the house search and repeated interrogation of the victim. On the evidence, it cannot be concluded that the two security workers used violence against the victim during this period.”
The judge’s husband, at the time of the judgment, was the coordinator of legal activities in the National Administration of Penitentiaries.
He is currently retired at the age of 48 with a retirement budget of 130,000 lei a year, paid by the Ministry of the Interior, which was a party in the Gheorghe Ursu case.
Ursu died on 17 November 1985, at Jilava Prison Hospital, as a result of beaing beaten by Marin Pîrvulescu and other security officers, as well as assaults by common law prisoners.
